Please inform Waichiaopu that I will refer

their representations to Secretary of State for the

Colonies and that pending his instructions I will

suspend action for the enforced removal of Kowloon

City residents, as I consider sanitary requirements

sufficiently met for the time being by migration of those who have accepted compensation.
